__cplusplus是cpp中的自定义宏，那么定义了这个宏的话表示这是一段cpp的代码，也就是说，:如果这是一段cpp的代码，那么加入extern "C"{和}处理其中的代码。
extern "C"是为了c, c++互引用。

2楼正确。其实就是c和c++的编译和连接方式不太一样。用于解决名字冲突问题。
