.net framework 4.6.1 安装时发生严重错误 Installation failed with error code: (0x80070643

自己手动装的纯净版的win7旗舰版，开发用，网上改文件、改注册表权限、清理工具什么都用上了，但还是不行。用3DM上的 “3DM游戏运行库合集v2.7” 装上了4.0 但 4.5.1和4.6.1都装不上，求大神帮忙。
