初学structs 程序能运行，但是开启Tomcat和关闭Tomcat都有警告、严重错误

开启服务器的警告：
Settings: Could not parse struts.locale setting, substituting default VM locale

关闭服务器的严重：
The web application [/struct_helloworld] created a ThreadLocal with key of type [com.opensymphony.xwork2.ActionContext.ActionContextThreadLocal] (value [com.opensymphony.xwork2.ActionContext$ActionContextThreadLocal@2f600492]) and a value of type [com.opensymphony.xwork2.ActionContext] (value [com.opensymphony.xwork2.ActionContext@48cc258a]) but failed to remove it when the web application was stopped. This is very likely to create a memory leak.

根据网上经验已写structs.properties
structs.locale=en_UTF-8
