ASP.NET State Service问题

在项目中把session记录在了ASP.NET State Service里，
偶尔会出现如下问题：
Server Error in '/' Application.
Unable to make the session state request to the session state server. Please ensure that the ASP.NET State service is started and that the client and server ports are the same. If the server is on a remote machine, please ensure that it accepts remote requests by checking the value of HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\aspnet_state\Parameters\AllowRemoteConnection. If the server is on the local machine, and if the before mentioned registry value does not exist or is set to 0, then the state server connection string must use either 'localhost' or '127.0.0.1' as the server name

重启服务，发现不起作用。
在这种情况下，使用命令查看端口，发现42424端口并没有启动，
只有重启服务器才可以，启动后用命令查看端口，发现42424端口在listening状态，异常消失
请问要如何解决

这些帖子都看过了呀，再强调下 1） 平时运行正常，也就是说，该开的服务，该做的配置，肯定都做了的，不是没开服务，也不是web.config没配置好 2） 出现异常后，重启服务，服务也显示启动成功，正在运行，但是查看端口（netstat –ant），发现42424端口就没启动 只有重启服务器后，42424端口才能启动，异常也就消失了
