Who can help me to become a qualified webmaster?

I am new to be a webmaster.
What I have tryed before is only to write a personal homepage.
So you can see, I know nothing about website.
But now I have to design a whole website,
include directory distribution, user right assignment,
website maintainance, and many many I can't imagine things.

But First, I think, I should decide the whole directory of the site.
I think we will use Linux as our system, maybe change to Unix later.
And on our website, we will provide many service, like nease, 163 etc.
And maybe more complex.

Who can give me some illustration about this?

网站使用TurboLinux+Apache+Oracle&MySQL,
每天的logcheck就淹死我了。
