CHAR type problem.

I encounter a problem in CHAR type. I declared a CHAR(1) type column in a table. Then I use this column type to declare a IN parameter in a procedure. But when I run the procedure using TOAD, the type in the procedure is interpreted as CHAR(3). What's the problem?
