设计多边形窗口时遇到的问题

我用C#设计一个多边形窗口，照着书上的代码写，却出现了以下问题，描述如下：

还有在调用API时，是在Program类里面DllImpot的，这样函数是否算在Program类里面定义的？那我在Form1类里面怎么调用？我在调用的时候就不成功。
