Can't create object!Why?(about DCOM VB)

I create a ActiveX EXE or ActiveX DLL project as Server
and add function or sub in class.
Then i create a standard EXE project as Client,
i use New or CreateObject method to create object of Server class,
run it,OK.
after i setup client on other machine,running it,ERROR!
"Can't Create Object!",Why?
I find the way from MSDN and do it step by step.

Thank you for your response!
But your answer is not right.
I want to use DCOM to connect remote machine,
and i had inputed remote server IP address
when i installed client program.
And i also use dcomcnfg.exe to configure server DLL or EXE
to let everyone can access this server.
in client machine,i use dcomcnfg.exe and can see my server,
it is seted as remote server.
well,my Server:WIN98+MTS.
