Strange return value of CoInitializeEx

res := CoInitializeEx(nil, InitVal);

If InitVal is COINIT_APARTMENTTHREADED,res is 1(S_FALSE).
And if InitVal is other value,res is an error,OleCheck will raise a
exception EOleSysError with message "The required interface hasn't been
registered in the server object"(Because I use Chinese system,the message is
in Chinese,the English is translated by me,so it maybe not accurate).
Why do I get such a result?How to let the API return 0(S_OK)?
