Load Report Failed的问题

VS2003上用水晶报表9开发报表，部署在Windows 2003上，最近一直报Load Report Failed，时好时坏，目录的权限全部都开了，还是不行，用Debug Diagnostics Tool追踪了一下，出现这种错误，大家帮忙看看：
