java虚拟机分配的内存太多，剩下的物理内存太少，这样创建线程时就会出错，解决方法：
1、减少线程数或
2、减少java虚拟机的堆内存

主要的是减少http请求处理线程的数目，方法很简单找到server.xml打开修改就可以了。如果减少线程之后，还出现这个问题，可能是你的应用中存在非java堆的内存泄漏
