用schtasks创建了一个关机命令但不能运行是什么原因

VISTA系统，用schtasks创建了一个关机命令，到时间时提示未能启动是什么原因？（服务里的相关服务都已启动）
schtasks /tn at1 /tr shutdown.exe /st 12:00:00 /sc daily
回车后提示：任务AT1已经成功创建。但到了预定时间后只见DOS窗口一闪而过而系统并没有关机。用schtasks /query查看发现提示:状态为未能启动。请问是什么原因？（如果在shutdown.exe后面跟参数的话会提示语法错误）

shutdown命令好象不是这么用的吧
shutdown.exe /s /t 30 /c "daily"
而且/t 后不是几点,而是还剩多少时间关闭.
