文件包都有，用发布就可以。在tomcat下使用连接词就是这样的

确定你的/WEB-INF/目录下有struts-html.tld 这个文件
还有就是在jsp头部加入：<%@taglib prefix="html" uri="http://struts.apache.org/tags-html"%>

楼主，我的就是在jsp的顶端加的这样一句，而且在web.xml里面也没有配置tags，我用的也是1.2
