安装完Exchange不能创建信箱

我将exchange安装在一台不是域控制器的server上面，安装完成后发现不能创建信箱。我在AD里面添加用户并且选了创建信箱，为什么显示不出来，也不能登陆。我的public目录有问题，在IIS里面提示我系统资源不足，在M盘上也不能访问该目录。

在“服务”中察看以“Microsoft Exchange"开头的是否启动?
看“事件查看器”的相关LOG,把<<具体完整的ID、时间和描述>>等内容帖出.
