如何开发一套wpf程序，同时用在桌面和WEB上

我现在是想，建一堆工程，尽可能地把所有的东西都做成DLL，然后再建一个WPF程序和一个WPF浏览器程序，分别去调这些DLL。
但是，这样除非能把除了登录画面以外的东西全部做成DLL才行，感觉不大可能，有什么共通性的方法吗？
