dataguard broker 切换主备库问题

我用dataguard建了个主备库同步，用dataguard broker 在第三方机子上弄了个观察机想实现主库出现故障时自动切换，在切换是出现了ora-16829 快速启动故障转移配置滞后的错误，我的listener.ora 和 tnsnames.ora 没什么问题，查看log有一个tns-12564 拒绝连接的错误，这是怎么回事i，怎么设置才能成功切换啊

ORA-16829: fast-start failover configuration is lagging

Cause: The fast-start failover target standby database was not within the lag limit
specified by the FastStartFailoverLagLimit configuration property. As a result, a
fast-start failover could not happen in the event of a primary database failure.

Action: Ensure that the fast-start failover target standby database is running and
applying redo data and that the primary database is successfully trasmitting redo
data. If this condition persists consider raising the value of the
FastStartFailoverLagLimit configuration property.

没弄过DG BROKER，都是手工来切。帮顶..
