Visual Studio 2005 Tools for the 2007 Microsoft Office System Runtime 语言包”安装失败

安装文件是从微软的下载中心http://www.microsoft.com/downloads/details.aspx?displaylang=zh-cn&familyid=d95598d7-aa6e-4f24-82e3-81570c5384cb下载的
装了好几次，都是这个错误。
导致编程时无法通过编译（生成rc.exe时出错）
还没装office 2007
