报错提示：Starting vsftpd startproc: exit status of parent of /usr/sbin/vsftpd

软件环境：Suse Linux ES 10 64bit
硬件环境：hp小型机

客户端不能ftp到服务器，但在服务器上查看ftp状态如下：
# service vsftpd status
Checking for service vsftpd unused


# service vsftpd start
Starting vsftpd startproc: exit status of parent of /usr/sbin/vsftpd: 1
failed
# /etc/init.d/vsftpd restart
Shutting down vsftpd done
Starting vsftpd startproc: exit status of parent of /usr/sbin/vsftpd: 1
Failed

在yast ----Network Services ----- Network Services(xinetd)关闭所有的ftp，仍然显示上述的错误

#lsof -i:21 21端口没有占用情况；
