cakephp的Dispatcher在什么时候加载的？很费解啊？高分

如题。cakephp的Dispatcher类在什么时候加载出来的，我研究半天了，都还是没有找到。求解！！

$Dispatcher = new Dispatcher();

我的意思是在什么地方加载的，如果直接new的话，要报class没定义的错误啊。
