能ping通，但是telnet，ftp不上去，本机能telnet上去，求解释？

两台机器，一台上装了linux，用另一台win网线直连，能ping通，但是telnet不能上去，ftp也不行，在linux机器上可以telnet上去，服务都开了，防火墙也关闭了。
网络配置新手，请问还有哪些要配置，或者我哪里配置错了。
以下是操作的一些信息

服务已启动，火墙关闭了，就是都操作过了。

2、你的网络是通的，直接检查对方端口 TCP23端口
3、如何对方端口是开启的，检查本地和对方的防火墙。
