vs2005中添加一个资源文件时，出现这个异常，无法解决。求各位牛哥帮忙

Could not find any resources appropriate for the specified culture or the neutral culture. Make sure "Login.BitmapResources.resources" was correctly embedded or linked into assembly "Login.resources" at compile time, or that all the satellite assemblies required are loadable and fully signed.


这个异常在讲资源文件包含在项目中时，生成成功，但运行时的时候，会抛出这个异常。但是在其他机器上，就不会抛出这个异常。请问这是什么情况啊，是我VS的问题，还是我的系统的问题。需要怎么做能解决呢。请各位牛哥帮忙解决。谢谢
