DevExpress 13.1 控件,升级转换旧版本代码失败.

以前用 DevExpress 8.x
后升级到12.x.
利用其提供的工具 DXperience 12.1 Project Converter
可以直接把我的代码,转换成 12.x版本格式.

现在安装了一份 DevExpress 13.1
同样利用 DXperience 13.1 Project Converter
想把旧代码转换升级到13版本的格式,但转换失败,报错为:

Project Converter found projects that target unsupported .net versions.
Version 13.1+ of our .net products requires .net framework 4.0+.
to ensuer that DevExpress assemblies are properly loaded,set the target Framework in the following projects to .net framework 4.0+ and run the project converter once again.

Projects targeting unsuported .net framework versions.

但奇怪的是:
v12转v13成功.

v8转v13失败.
v8转v12成功.再转v13失败.
