java实现的FTP文件夹上传只能传tomcat服务器上的文件夹

最近用java实现FTP文件夹上传时，只能传tomcat服务器上的文件夹，而不能传web客户端的文件夹，请问是什么原因，如何修改？先谢谢了。
上传文件夹的核心代码如下：

错误是什么呢？异常信息如果是FileNotFoundException的话，你先看看你的写入目录有没有权限。

上传文件到了服务器，服务器接收到的是输入流，把输入流转化为文件。 这里就是一个地址的问题，你输出一下你的存文件的地址看一下，服务器端的路径结果和本地不一定一样的。
