mib2c如何生成.c和.h文件，为什么总是报错

本人菜鸟一枚，最近在公司学习做snmp agent开发，这中间遇到很多的问题，希望各位大神们帮帮忙，小弟感激不尽啊。
公司要求在cmts agent上面添加mib私有节点，小弟弄了几天了，但是不知道怎么弄啊，我写了个mib私有节点，但是却不知道怎么把它生成.c和.h文件，我已经安装了net-snmp-5.7.1.x86.exe。也安装了一个perl package manager，也把环境变量这些都改了，mib文件也放在的c:usr\share\snmp\mibs\下面，可不知道怎么的，输入mib2c -c mib2c.scalar.conf VCM-GLOBAL-REG的时候，命令窗口总是会出现这样的报错：

请问我这个是怎么回事啊？我不是安装了perl了的么？求给位大神指点小弟一下啊。。。
