SPRING4的拦截器为什么不拦截

我用SPRING4写了一个拦截器，可是为什么不拦截我的请求，我的WEB.XML如下

问题是我输入一个有效的URL如http://localhost:8081/smartcabling/band/index，都进入不了拦截器，不知道为什么，请哪位大侠帮忙看看
