是不是你的某些 和工作流相关feature 关闭了？ 在左右网站（包含子站点）都激活你的workflow feature 试试。

@herry_wu 从堆栈信息看应该是你的SPSiteCollection集合出现了问题，你可以尝试一下使用PS 获得当前的webapp，然后看看webapp的sites属性的count能否正常返回，感觉你某个webapp下面的site collection好像出现了问题了。
