1. Writes targeting the minority side of a partition have a larger window in which to get lost. For example, Redis Cluster loses a non-trivial number of writes on partitions where there is a minority of masters and at least one or more clients, since all the writes sent to the masters may potentially get lost if the masters are failed over in the majority side.
2. Redis Cluster is not available in the minority side of the partition. In the majority side of the partition assuming that there are at least the majority of masters and a slave for every unreachable master, the cluster becomes available again after NODE_TIMEOUT time plus a few more seconds required for a slave to get elected and failover its master (failovers are usually executed in a matter of 1 or 2 seconds).
