[W8.1]Unable to renew Windows 8.1 developer license: 我們的伺服器目前無法使用。(server unused)

I am getting this error when renew developer licence. I am using Visual Studio 2013. Can anyone help me to resolve this?
1. 使用系統管理員權限開啟Windows PowerShell。
2. 執行Show-windowsDeveloperLicenseRegistration
3. 登入開發人員帳號、密碼後，出現:
    無法取得您的 Windows 8.1 開發人員授權，
    我們的伺服器目前無法使用。請稍後再試一次。
