SQL plus connect failed problem

Dear All,
I already install Oracle9i Database sever sucessfully,
there is a problem:
If i use JDBC connect it,it is OK!
If I use SQLPlus (if the client PC Install the other Database) connect it, thus is OK!
But I use SQLPlus (if the client PC only install Oracle Client)
connect it,BUT it failed,
Who give me some suggestion?
