1. if you are using any anti-virus program, try to stop it

2. try to give ASPNET account full access to "C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\Temporary ASP.NET Files" in Windows Explorer

3. try modify userName attribute in <processModel> in machine.config to "SYSTEM"

actually, since you are using win2003, give "Network Service" account full access to the same directory
