bug 提交跟踪过程

happy new year everybody.
我想用delphi做一个小组BUG跟踪的工具，下面是用英文描述的用户故事：
Any member of the team can capture a bug. He completes the form for the bug, and presses submit. The person whom the bug is assigned to receives an instant message informing her that a new bug has been assigned to her. She then goes to the shared space, clicks on the "My Bugs" report, and sees the new bug. She can do a bit of testing, realizing that the bug actually belongs to Harry, and then she reassigns the bug (with a reason) to Harry. Harry receives an instant message, checks out the bug, and fixes it. He then updates the status of the bug to "Fixed". All the while, a full history of the bug is recorded.
