访问web application出现403错误？

在Weblogic 8.1sp2中的一个domain中deploy了两个web application war包，有一个可以正常运行，另一个访问时出现如下提示：
10.4.4 403 Forbidden
The server understood the request, but is refusing to fulfill it. Authorization will not help and the request SHOULD NOT be repeated. If the request method was not HEAD and the server wishes to make public why the request has not been fulfilled, it SHOULD describe the reason for the refusal in the entity. This status code is commonly used when the server does not wish to reveal exactly why the request has been refused, or when no other response is applicable.

这两个web application都很简单，程序没有错误（因为是一模一样的，只是换了application name而已）
