duwamish中加载web.config的问题

duwamish中DuwamishConfiguration 类继承 IConfigurationSectionHandler接口重载了create方法用于读取并加载web.config。
我没有看到duwamish中在那里调用了此方法。
duwamish给得Create方法的注释是这样的：
