关于base64的难题,请高手帮忙!!!!!!!

我想实现的功能就是将某一个url地址的文件编码进行base64转换.我在网上找到一段代码可以实现将硬盘的某文件转换,如何将文件名改成url地址?比如:http://127.0.0.1/aa.txt.代码如下:
