在我看来就是一个插件，算得上基于html，css，js的一套ui库。嗯，，，类似element-ui,antd，layui这种，框架还算不上。

看官方介绍，最贴切的说法是他是一个前端框架，并不应该被限定到某一个分区。
当然这是我个人的观点，也可以在JavaScript分区进行bootstrap的讨论。
