.net+oracle: Specified argument was out of the range of valid values

经常遇到这个问题：通常是重新启动一下webserver就好了。
Exception Details: System.ArgumentOutOfRangeException: Specified argument was out of the range of valid values. Parameter name: Hour, Minute, and Second parameters describe an unrepresentable DateTime.

不知道是什么原因，如何解决？？
