想利用xdoclet生成struts-config.xml却不停的抛出下边的错误，为何

Can't create a strutsconfigxml element under webdoclet. Make sure the jar file containing the corresponding subtask class is on the classpath specified in the <taskdef> that defined {2}.

生成struts-config.xml,Ant需要额外的jar包在ANT_HOME里面

错误解决了，但就是生成的struts-config.xml是空的，就是只有模板的那种，为什么？
