jetty配置问题

在eclipse里用jetty插件能正常启动项目，但在cmd用命令控制启动却总是报错：
resource [services-spring.xml]: Initialization of bean failed; nested except
ion is org.aopalliance.aop.AspectException: null]

jetty项目配置文件如下：
