Windows XP English version, Failed to use Handwriting Function in MSN, Need Help!

The Handwriting Function of MSN 7.5 used to work normally in my Windows XP Chinese Version, but failed while have changed it into a Windwos XP English?

What's it about? Would anyone avise the solution?
