URLEncode 问题

为了支持多国语言，我的asp页面全部为utf-8环境，结果当我用 server.URLEncode编码时 就变成了utf-8编码。。 请问有什么办法让它变回原来的编码？

或者有谁知道URLEncode的编码规则???
