I mail 8.02发不出外网邮件，急

我们的邮件服务器在电信托管，只能给邮件服务器上的用户发邮件，能接收到，但是给163.com这样的邮箱，就经常收到退信，根本发不出，但是别人用163.com给我发的邮件我能正常接收。下面是退信内容：
