在处理struts国际化时碰到了编码问题

数据库中数据编码格式是：UTF-8
在JSP页面中我加了两条字符编码设置语句：
<%@ page contentType="text/html; charset=UTF-8" %>
<meta http-equiv="Content-Type" content="text/html; charset=UTF-8">

利用struts的国际化，从数据库里取出数据，并显示在下拉列表中，
应该怎样写字符编码的代码？

这样的方式试一下
