文件上传的问题

大家好，小弟刚刚学写文件上传的程序，在网上看了一些资料，写了个简单的，如下：

请问应该如何解决，为什么？

权限？请问是不是在IIS里设置，我不知道具体在里面哪里设置，请说详细点行吗？
