apache 为啥老停止响应？

windows2000 server ＋apache 2.0.49
apache主要作转发用，它的指向是weblogic的集群。

apache运行一段时间后，就开始停止响应
在apache控制面板上点击restart后，还是没有响应，必须先点击stop然后点击 start，才能恢复正常，有谁能告诉我这是这么回事吗？
