用超链接打开"网上邻居"

请问有没有人用过超链接打开过“网上邻居”？？比如

然后可以直接点击进入？？

个人认为没办法，网上邻居其实不是IE打开的，而是资源管理器，浏览器是不可能将资源管理器的运行权限放开的。

然后用shell对象可以执行很多操作，但需要客户端开放权限。
说明：

这种就跟点“开始”-->“运行”在那里输入命令差不多，但我不熟。

这种东西需要客户端权限，我向来不喜欢用。
