Oracle Messaging Gateway有什么用途？

本人初学Oracle，看了半天它的安装指南，不明白Oracle Messaging Gateway有什么用。是不是只有安装了它，才可以让远程的客户端连接过来？
还有，就是在Linux下安装好Oracle后，重新启动电脑，不知道如何启动Oracle?但是发现sqlplus居然能用，oracle不会是自己启动的吧？
原来刚安装好oracle后，以下网址内容是可以打开的。重启机器后，就不行了。
